  16.    This memo provides information for the Internet community.  This memo
  17.    does not specify an Internet standard of any kind.  Distribution of
  18.    this memo is unlimited.

  22.    Declaring that the address is the message, the IPng WG has selected a
  23.    packet format which includes 1696 bytes of address space.  This
  24.    length is a multiple of 53 and is completely compatible with ATM
  25.    architecture.  Observing that it's not what you know but who you
  26.    know, the IPng focused on choosing an addressing scheme that makes it
  27.    possible to talk to everyone while dispensing with the irrelevant
  28.    overhead of actually having to say anything.

  30.    Security experts hailed this as a major breakthrough.  With no
  31.    content left in the packets, all questions of confidentiality and
  32.    integrity are moot.  Intelligence and law enforcement agencies
  33.    immediately refocused their efforts to detect who's talking to whom,
  34.    and are silently thankful they can avoid divisive public debate about
  35.    key escrow, export control and related matters.

  37.    Although the IPng WG declared there should be more than enough
  38.    address space for everyone, service providers immediately began vying
  39.    for reserved portions of the address space.
